I'll be the one exceptional dissenting voice in this thread.
Assuming your car's engine will cut off at redline, I think it's your fault that you didn't mod the car sufficiently enough to handle the power. There's a reason why the ZL1 has better parts throughout - because it was designed to handle the power. People can't just slap on a blower and expect their engines not to crap out. Of course I am assuming that you did not in fact modify those parts that broke. I'm pretty sure your car wasn't modded to handle 7200rpm reliably, so if you modded your car to do that, and someone drove it to the new redline - you want to blame him for that?

Here is how I would handle it. I would report it to YOUR OWN auto insurance company as a non-permissive use of the vehicle, and see if they will cover it under your comprehensive coverage (akin to a claim of vandalism). This should eliminate any deductible. They will then subrogate against your friend (i.e., make demand for reimbursement) to him, and if he wants, he can try to run it through his own insurance carrier or whatever. IMHO, that would be a very diplomatic way to handle it, yet achieve the same - if not better, since you don't have to chase money -- result.
