That area behind the dash mount bracket is completely hidden by the console.
Couldn't you just take some little sewing scissors and cut a small slit where I marked in red on the following picture
and then slide the carpet backward and out from under the dash?

Just an opinion, but I would certainly agree with cutting the carpet as you've suggested. As long as you are careful not to inadvertently slice any wiring that might be hidden under there, I cannot see how that could a problem.

Your welcome. Where I marked in red on copy of your picture is the approach I would most likely take and that would avoid removing the dash brackets and possibly introducing rattles or dash alignment issues down the road. When I installed the OEM Camaro ambient cup holder and footwell lighting in the console I also had to remove the entire console and remember how the carpet was run all in one piece at the factory. I've seen the OEM cupholder LED lighting kit going for real cheap, you doing that as well while it is apart?

FWIW if you unbolt the dash supports they can be bent outwards aboyt 1/2" or so, enough to get carpet pulled back and installed may have to apply pressure on supports to get bolt started then tighten them downand your good - no cutting of carpet needed
