Tough choice OP... I will say I am very happy with my modded SS... The wheels were a must have for me, however the rear tire put on the 1LE although functional looks ridiculously stretched... Either way you will have a bad ride...

The long 3rd gear in the SS is great for highway pulls! You really don't need anything the 1le offers for what you intend to do, probably save a few bucks going with the SS and put it into mods.

I would recommend getting whatever SS you want and NOT getting the 1LE package, and then grabbing the dealer-sold (or GM parts ordered, if you wanted: http://gmauthority.com/blog/2013/10/...-gen-v-camaro/) 1LE suspension package and slap 3.91 gears on it.
That would be a beast of a car. And you can get lighter 20's than the ZL1 rims (even though they look very nice) etc etc.

If all your mods are in your signature below: you have heavier wheels, and no proper sway bars, not to mention substantially inferior damping from the standard shocks. If driven by the drivers of same skill level, you would have no chance.
That said. if you were comparing handling at the streets, then you're right, it's not easy to safely exploit limits at the street anyway. so they would feel the same within safety limits / law. Quote:

Is it not possible to swap out the 1LE gears for something even higher to get the same effect of swapping the 3.45 to3.91 for the SS?

I say it's definitely worth it. This is my 2nd 5th gen and I've had 11 f-bodies total in the last 30 years. I could have bought a ZL, but the cost difference wasn't worth it. I paid $34K for my 14' LE. It acts nothing like my 2010'. You can replicate it sure... but why ? Beyond the wheels tires and suspension, there are other differences too. The fuel pump, trans cooler, half shafts, steering wheel, shifter, intermediate shaft. You'll be at more than $3500. Its a no brainer....
