Extra security witht he E-brake
Months ago playing with the e-brake i found out that if you leave the e-brake on and turn the car off you won't be able to take the e-brake off. This serve as extra security for the car and making it harder for the car to get towed.

ha? I always engage the parking brake before I turn off the engine. No problem disengaging the parking brake with the engine off or on any time. You need to eat some spinach!

I would say theres something wrong, there is no reason for the car to react like that. The park brake is a full mechanical system and doesnt know or care about ignition switch position, voltage, etc......
