Seeing that his license plate says "Iraq" and looks like it's written in Arabic (or some other Middle Eastern language that my uncultured self is unaware of), it likely is only available there, or custom (since it looks like it's made of carbon fiber). Shipping parts from The Middle East is often exorbitantly expensive, or impossible if the vendors won't entertain the idea.
I have a Carbon Fiber 1LE Splitter from Moreno Motorsports, and wouldn't recommend it if you've lowered your car or plan to lower your car. They are show pieces, since damage to a carbon fiber part cannot be easily repaired. On our cars, the front splitter is the most susceptible part for random damage.

It looks like the same one I have. Check out the the ZL1 Inspired splitter from RPI Design. They offer it many colors and a carbon dip.

Looks like a cheap SLP splitter off of eBay (same as mine) that's been carbon fiber hydro dipped. Granted, you can probably find one in carbon fiber if you look but might as well spend the $150 on the splitter and another $50 on the dip.

It's not Hydrodipped, carbon fiber has a distinct effect of reflecting light differently depending on the angle that dip can't replicate.

Also, Dilla is looking for a splitter that can be mounted onto a ZL1 fascia, of which none of the aforementioned splitters qualify.
