Yes it was Rick Hendrick that won both the COPO and the Z/28 which is a cool 1.6 million or better for charity. Nothing but class man.

Because they kept showing him onscreen and another bidder in the back of the room and when the bidding finished they said the guy in the back bought it. I've found several stories online saying Hendrick bought the Z/28, but none that name the buyer of the COPO

Except, that car is not a COPO. It is one of twenty CRC cars with COPO parts added. There was a silver 2103 427 COPO that sold for around $135,000.00.
