I could be wrong, but it looks to me like he might have used a soft focus filter (maybe a soft focus halo) rather than them being out of focus. I personally love the 4th photo, without the editing of the lights. The scene is more fitting to soft lighting and an air of mystery... If you look at the signs in the background and the front bumper, there is an extensive amount of depth of field included... The stop sign is barely coming apart at the edges, and then the exit sign is a little softer edged...

Something that would help a little would be some reflective boards on the near side of the car, reflecting the lights from the far side of the car onto the near side, especially some gold or bronze colored reflectors...Not too close though, don't want to change the color of the car...just hint at highlights...
