FYI, passing on the right is perfectly legal in IL.
I'm going to be in the Minority here, but that near mix was all your doing. I don't care if it is legal to Pass in the right lane, it isn't smart. And you weren't really passing either - you were more riding in his Blind Spot.

Northeast16SS, Yes, I have my dashcam hardwired in and it turns on as soon as the ignition comes on and records.

As to why, its nice to have a recording in case of an accident. Keeps the BS arguing to a minimum.

since you are not the first to mention that I spent too much time in his blind spot (I agree), here is a quick summary of why I did what I did (not a justification, just an explanation). I usually don't do that either, but in this situation there were several factors that combined.

1. I was already pushing the speed limit (50mph in a 45mph zone)
2. I wanted to pass the guy as about half a mile further on, the road turned into a single lane road with no passing possibility for a long time.
3. There is a known spot where the cops like to hang out right in that area, thus I didn't want to go any faster to pass him.
4. the right lane ends shortly down the road, thus I didn't expect him to merge over to my lane in the first place.

5. last but not least, the law is clear so no matter what, legally it would have been his fault, even if I popped a tent and spent the night in his blind spot (agreed, not a great idea). Further more, this is not even considering that the guy clearly performed an improper lane change (no turn signal) with no effort to check my lane.

^^ This. Especially passing on the right. If I'm traveling at 60mph in a 55mph and I'm barely passing someone like the OP was I step it up to 65-70 until I pass the person. Speeding ticket is better than a curbed rim and collapsed fender

I have the same habit, it comes from riding motorcycles you learn to pass quickly to avoid situations such as this.
