Sorry but looks like a re-paint to me, take it to a body or detailing shop to see about a water sand and buff.

It looks to me like you got a bit rough in spots, and with the wrong tool (see the area below the O). Other than that, can you tell if the remaining defects near the rest of the letters are ABOVE the paint, or below?

It looks like residue in the photos...but it's hard to tell from here. When I removed mine, the last bit of residue was a PITA to get off, and even when it looked clean, you could see it when it was wet.

I would take it to a good mechanic and see if had been in wreck since you said the fender was repainted.

That sucks brother. I was really afraid based on your first pictures that it was fubar the orange peel also didn't look like a factory paint job. It is possible that the car was delivered to the dealership damaged or some light damage happened that caused the fender to need a repaint. Doesn't mean that the car was in an accident, and something simple like that wouldn't show up on a car fax report. As long as the body shop you are taking it to does good work I wouldn't stress it to much. The good news is black is one of the easier colors to work with when it comes to bodywork.

What is the body shops plan for repair? is it being repainted or just wet sand and cleared?

He said he was going to tape off at the body line sand then repaint just the lower half then clear the whole fender....

Sounds like a half ass repair. The fender should be removed, stripped, painted and reinstalled then buffed out. The entire car should then be buffed out to hope for a even match.

I Disagree.
If the damage shown is the only issue with the fender, the job quoted would be the more logical path to an invisible repair. The full-ass approach adds unnecessary cost & is more likely to need blending in adjacent panels.

Don't most of the "good body shops" buff out and detail the car after painting anyway?
