Staggered Wheels

If the front is 9.5. And the back is 10.5. That means it is staggered right? So does that mean the offset if bigger in the back. I've been searching, but no answers. Any answers would be greatly appreciated.

Yes, that is the definition of "staggered"....wider in the rear, narrower in the front. And yes, typically the rear offsets are higher positive numbers than what is in the front.
