ECM Programming questions

I am looking at adding some things down the line, as money and time free up. What I would like to add is the bluetooth, steering wheel controls, PDIM and remote start. I know these have to be turned on in the ECM. My question is will there be any issue if I just get it all turned on at once, with a one time fee rather than each time when I install something? The Dealership said they will turn on whatever for options as long as it is available to purchase for $150. I think that is better than going for each install over time. Will there be any issues for CEL or DIC say if ABL is turned on, but not installed, or remote start?
