i dont think i have ever seen a dog or a cat pee on someones wheels and tires.

I tried that. doesn't work LMAO On a serious note, cayene pepper sprinkled around the tires- a little goes a long way but only last a few days

My stupid Border Collie is always peeing on my camaros wheels in the garage as there is a doggy door. I have thought of electricfing the wheels, however the girls in my life tell me I will be the one in the dog house. I use carpet samples leaning on the tires so he pees on those instead. I might try the amonia thing.. My stupid cat is forever walking on the car so I bought one of those cheap NAPA tyvex car covers and so far he hasn't walked on it. Doesnt like the material or the crunchy noise. good luck

Home depot sells a spray for cats I think it may also work on dogs

Put cat nip in your neighbors yard they will get so high they won't make it to your wheels and the dogs can get them!
