This is my old set up. Prob over 2 years ago. Notice how close the two idler pulleys are. Almost touching. Search the site. Plenty of pictures and thread about this situation. Gd luck.

I had a hard time getting mine tight enough also. It was way easier with two people. And I found a long bolt that fit the tapped hole by the idler, then I was able to use a pry bar against the bolt to push the idler over until it touched the tensioner, with someone holding the tensioner in the released position. When the tensioner was released, I had the tensioner and idler about 3/8" apart.

With the new cam,especially depending on the lobe seperation you will lose boost from the stock cam. That is expected.

How tight is the rear belt on the back of the SC?

Was the rear belt even touched to do the cam? If not, and boost was acting normal before.... it's not likely the problem. I'd have your tuner compare it to their gauges since the boost gauge is new and unproven.
From ZR1 to GT9 cam, I didn't see any real noticeable boost drop.

Works off vacuum. Check for damage on the bypass valve and check for a vacuum leak.
