What I don't understand is they are asking you to give them MORE money as a recompense for your current difficulties. I wouldn't spend another dime with them on anything.

It depends on the part. Some parts have 15% markup, some have 40%. Usually the most I see in my dealership is around 35% on stuff like that, so no he probably isnt lying to you.
