It depends where you put them. The closer they are to the headers the more you will pick up.

There's more to it than just a definitive yes or no. For example, it depends on how restrictive your exhaust currently is. It depends on where you put the cutouts. Depending on where you put the cutout(s), whether you have high-flow cats or no cats at all, etc etc etc.
That said - I know a guy on my website with a 4th gen Trans Am who had the stock catback exhaust but swapped in an LS3 with cutouts right off of his long tube headers. He gained 40rwhp opening his electric cutouts. This was a back to back run on the dyno - one pull with them closed, the next pull was with them open. On the other hand, I have a 357ci LT1 cammed, long tube headers, no cats, and a v6 2.25" MagnaFlow catback exhaust. I have a 3" cutout in my intermediate pipe right before it bends up and goes over my axle into the muffler. I only gained 4hp opening my cutout.
