I dont think they would be illegal since there main purpose is for scavenging air flow. The resonated xpipe is actually classed as a muffler.

They are both legal everywhere. It just depends on what you decide to do with them. You could add it to your stock exhaust and be perfectly fine. Or If you went and did the muffler delete with res x pipe, a cop could decide to pull you over and say your car is too loud (if he wanted to be a jerk about it)

It is an abatement for rasp, reduces it, but does not eliminate it.

On another note.....I was curious about MUFFLER DELETE...does Muffler Delete add horsepower and torque? I have my resonators deleted, and Super 44 exhaust. I just don't want my sound to go to shit if I delete mufflers because it currently sounds very nice with my Doug Thorley Shorty Headers.
Muffler delete would more than likely not add any hp. If you like the way it sounds right now, I would leave it. I personally have the res x pipe with muffler delete and love it. But, I don't have headers. And I didn't delete my resonators. I have heard some people say it doesn't sound as good when the resonators are removed.

Neither are emissions related so there shouldn't be any reason they would be illegal.
