They look like 19s with a smaller profile tire. I don't think it's illegal. If it is, the ghetto cars with the spokes sticking out way past the car should be illegal as well

The spike should be legal.. Look at a semi trucks wheels when you pass them, some of them have spiked lugs that are like 4in long.
