The small plate with the bolt and nut goes on the large plate where the partial drill hole is. It will hold the large plate in place. It took me a little while to figure out had to study the directions for a while and test fit on car. Did mine last summer don't remember a lot of details but, you'll see it as you study directions more.
Hope this helps.

I don't remember exactly but, the only hole from the outside thru the number will be for the large nut. I do remember pulling the front tire off and drilling in there. Sorry I don't have my directions anymore. I know the guy who sells these said we can call him anytime for questions.

Let me check and see if I have any info. As far as removing the plug, that's the hard part, I use a small piece of plastic and then my fingers. I'll brb.

Yea, that small bolt will put pressure on the large plate and hold it against the front wall of the bumper.

I've purchased these tow hooks recently, have studied the "directions", and initially I am not impressed.

I installed the front tow hook today. It took a leap of faith to drill thru the front fascia and subframe.
Added two pictures to my album. One with the tow hook installed, one with it removed
