is this a bad sign?

I just got a new ss bumper painted and installed and it looks good but i noticed that some areas of the paint feel kind of rough and if u look closesly u can see it hence the reason i felt it. Now he did sat i couldnt wax it for a while so is this something that will go away as it finishes curing or whatever or do i have a problem on my hands? Ill be in there soon anyways to get my spoiler painted so i need to have an idea how serious this is before i get back in there.

Hard to say but it could just be overspray. I have had many things painted in the past and almost every time there are minor issues that can be simply buffed out. Take it back and im sure they can fix it fairly easily.

Overspray or an area where they didn't get enough clear coat on. Take it back.

ya take u some 800 grit wet sand then some 1000 and sand it then buff it with some compound. if its basecoat clearcoat. u could do 1500 grit also to make it easier to buff.
if u go sanding at first and see color on ur sand paper they probably didnt get enuff clear on it.
