I guess it's like the speed limiter on some V6's, some people claim they have done over the 118 speed limit on non RS V6 Camaros with no tune to eliminate the limiter. So maybe it's a programming glitch in some cars. My owners manual states not to lower the top in below freezing conditions but I don't recall it mentioning a lockout. I will look again though.

another thing to check is the manual bypass for the top, maybe someone has opened it and never has closed the bypass back.
Raising the Convertible Top Manually Notice: If you raise the top without removing the tonneau cover you may damage the top components and the tonneau cover. Remove the tonneau cover before operating the convertible top. 1. Park on a level surface. Place the vehicle in P (Park) with an automatic transmission and Neutral with a manual transmission. Set the parking brake. 2. Remove the tonneau cover if installed. See Tonneau Cover on page 4‐3. 3. Move any objects that have fallen against the convertible top inside the trunk. 4. Remove the trim cover to access the hydraulic pressure release bolt. 5. Locate the pressure release bolt (A) on the top of the hydraulic pump. 6. Using the provided wrench, turn the pressure release bolt counterclockwise one to one and a half turns. 7. Reinstall the trim cover. 8. Pull the front of the convertible top up and forward. 9. After the convertible top is completely raised, release the convertible top front latch from the lock position by pulling down and turning it clockwise. 10. Lock the convertible top front latch by pulling down and turning it counterclockwise, then push it up. When power is restored to the vehicle, the pressure release bolt must be tightened using the provided wrench, by turning it clockwise. The convertible top button can then be used to lower or raise the convertible top.

Hmmm I wonder why in the top operation page it only says don't operate when temperature is below freezing?....at least in the 2012 it says that. I see that in the DIC messages page now... Here is what the page on top operation says

If you can't lower it below freezing like the DIC messages page says I wonder why it says not to lower it at or below freezing on the operations page...makes you go hmmm.
