How do I adjust the end links? With the suspension loaded or hanging?

I was always told loaded. With adjustable endlinks I would set them with no preload on the ground..

When you guys set your end links where the two sides different length? Mine is off by about a quarter-half inch, the driver side end link ends up being longer than the passenger side. This is loaded suspension car on the ground
