I had the same issue, but was the passenger side that had more flow.

The driver side muffler was clogged.

I stuffed a plastic bottle in the passenger side, and spiked the fuel pedal, to rev
the engine. I had to repeat it several times, till the rev blew all kinds of shit out
the driver side. Then it was fine. I had to repeat it, because the plastic bottle
would shoot out the tail-pipe.

Funny thing was, I could set the bottle in the driver side, and it would get sucked
IN. Passenger side, it would blow out.. So, I knew there was a problem. What
it was, the driver side, there was no material in the secondary cat, so it had to have
gone somewhere... Brand new cats, they damaged somehow taking it off the
rack, and the cat material was gone. There were visible dents in the bottom of the
LH 2ndary cat.

So, take a plastic 16 oz bottle, and set it in the right tailpipe, and see if it
gets pushed out, or sucked in.

My cats were blown out and restricted flow to both sides. And plugged the passenger side more. Blew substrate into the xpipe and mufflers.
X pipe on mine, exhaust flow is equal. It's only on cold start?
