As far as I know powertrain is pretty similar but software for ELR is upgraded. Produces more horsepower and torque than Volt.

Did they announce range? Generally speaking, a performance tire will have less rolling resistance and result in less mileage. And if performance is better wih the same battery, range should drop too.
