Certified 2010 SS questions

My parents recently purchased a Certified Pre-Owned (CPO) 2010 2SS/RS. It has the TSB 09207 still open. It expired with base warranty, but has a 3 year/36k mile warranty bumper to bumper warranty. Would this 3 year/36k mile warranty cover it?

Also, when a car is CPO is it usual for the cabin filter to not have been replaced (looked like original still in it), wipers not replaced (the ones that came on it are useless), etc.

Thanks!

You did not mention if the CPO program was from a non-gm dealer or if the program was the GM program. Many dealers will use the term CPO but it may not be connected with the factory.

Here is the GM information:
http://www.gmcertified.com/certified-benefits

On this page:
http://www.gmcertified.com/certified...car-inspection

You can find this:
http://www.gmcertified.com/Content/p...list012913.pdf

On this page you can see if a dealer is part of the CPO program:
http://www.gmcertified.com/frequently-asked-questions

This is the manual that guides the certification process:
https://www.gmcertifiedresourcecente...2%20v1%203.pdf

At the top of page 21 it clearly states:

GM Investigate Vehicle History (GM IVH)
It is the dealer’s responsibility to check the ‘Investigate Vehicle History’ (GMIVH) to
ensure all open campaigns and recalls are completed during the certification process.

Clearly ALL the items you asked about should have been dealt with if the dealer is a GM certified preowned dealer.

It came from a GM dealer that is listed as a dealer that can sell CPO vehicles. My parents have already purchased new wipers, cabin filter, etc. It is at the dealer (different one) today to get a rear diff and transmission flush. They said because base warranty is expired that the TSB 09207 is not covered by the bumper to bumper warranty.

No,with it being a 2010 the factory 3/36 bumper to bumper warranty would be expired by now.
TSB 09207 is NOT a recall and would not be covered past the 3/36 warranty, thats why it says...
"IT WILL EXPIRE AT THE END OF THE INVOLVED VEHICLE'S NEW VEHICLE LIMITED WARRANTY PERIOD"

Heres a copy of it...

Subject: 09207A — Service Update for Inventory and Customer Vehicles – HVAC Reprogram, Engine Harness Position Inspection, Rear Spoiler Fasteners – Expires with Base Warranty

Models: 2010 Chevrolet CamaroThe HVAC reprogramming procedure in this bulletin has been revised. Please discard all copies of bulletin 09207, issued September 2009.

THIS SERVICE UPDATE INCLUDES VEHICLES IN DEALER INVENTORY AND CUSTOMER VEHICLES THAT RETURN TO THE DEALERSHIP FOR ANY REASON. IT WILL EXPIRE AT THE END OF THE INVOLVED VEHICLE'S NEW VEHICLE LIMITED WARRANTY PERIOD.

PurposeThis bulletin provides a service procedure to reprogram the HVAC system to prevent HVAC evaporator freeze-up after an extended highway drive, tighten the fasteners on the rear spoiler, and inspect the engine harness position on certain 2010 model year Chevrolet Camaro vehicles.

This service procedure should be completed as soon as possible on involved vehicles currently in dealer inventory and customer vehicles that return to the dealer for any type of service during the New Vehicle Limited Warranty coverage period.

Vehicles InvolvedA list of involved vehicles currently in dealer inventory is available on the “Service Update Bulletin Information” link under the “Service” tab in GM GlobalConnect (US), or attached to the Dealer Communication (Canada), used to release this bulletin. Customer vehicles that return for service, for any reason, and are still covered under the vehicle's base warranty, and are within the VIN breakpoints provided below, should be checked for vehicle eligibility in the appropriate system listed below.
Year
Division
Model
From
Through
2010
Chevrolet
Camaro
A9000001
A9136648
Important: Dealers are to confirm vehicle eligibility prior to beginning repairs by using GMVIS (dealers using WINS) or Investigate Vehicle History (dealers using GWM). Not all vehicles within the above breakpoints may be involved.

Parts InformationParts required to complete this program are to be obtained from General Motors Service and Parts Operations (GMSPO). Please refer to your “involved vehicles listing” before ordering parts. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order.

Nut R/End Splr
As Needed
* Very few vehicles will require a nut for the rear spoiler.
Service ProcedureNote: If the vehicle is equipped with a rear spoiler or a V8 engine, perform the repair and inspection during the programming event.

Reprogram HVAC Module (All Vehicles) Do not attempt to order the calibration number from GMSPO. The calibration numbers required for this service procedure are programmed into control modules via a Multiple Diagnostic Interface (MDI) and TIS2WEB with the calibration update. Use TIS2WEB on or after 09/16/09 to obtain the calibration. If you cannot access the calibration, call the Techline Customer Support Center and it will be provided.

For step-by-step programming instructions, please refer to SI and the Techline Information System (TIS) terminal.
  1. Verify that there is a battery charge of 12 to 16 volts. The battery must be able to maintain a charge during programming. Only use an approved Midtronic 165-PSC charger to maintain proper battery voltage during programming.
  2. Reprogram the HVAC Control Module. Refer to SI and Service Programming System (SPS) documentation for programming instructions, if required.
    1. Connect the MDI to the vehicle.
    2. Select J2534 MDI and Reprogram ECU from the Select Diagnostic Tool and Programming Process screen.
    3. Select ECC Remote Heater and Air Condition Control Module – Programming from the Supported Controllers screen. Refer to SI and Service Programming System (SPS) documentation for programming instructions, if required.
    4. Follow the on-screen instructions.
  3. Using the MDI and GDS, clear all DTCs if required.
Vehicles Equipped with a Rear Spoiler
  1. Note: This procedure is to be performed on vehicles with a rear spoiler and a VIN that is A9126194 or lower. VINs higher than A9126194 do not require this repair.

Note: Perform the Rear End Spoiler repair during the programming event.
  2. Remove six nuts that secure the rear spoiler to the compartment lid. Refer to Rear End Spoiler Replacement in SI. If any nuts are missing, locate them to ensure that they are not trapped where they can cause a rattle. If you cannot find them, replace them.
  3. Apply LOCTITE® 242® to the rear spoiler studs.
  4. Install and tighten six nuts to the rear spoiler studs. Tighten nuts to 6 Y (53 lb in).
All Vehicles Equipped with a V8 Engine
  1. Note: Perform the hose clamp-to-harness bracket clearance inspection during the programming event.
  2. Open the hood..
  3. Locate the heater hose clamps (1) and harness bracket (2). The heater hoses are located on the passenger side of engine. Refer to illustration.
  4. Determine if the heater hose clamps (1) are touching the harness (4). Refer to illustration.
    • If the heater hose clamps (1) are touching the harness (4) (A), loosen the harness bracket nut (3) and adjust the bracket (2) clockwise to the 6 o’clock position to move the harness (4) away from the heater hose clamp (1). Tighten the bracket nut (3) once clearance between the heater hose clamp and the harness is achieved. Reposition the heater hose clamp, if required.
    • If the heater hose clamps (1) are NOT touching the harness (4) (B), no further action is required.
Claim Information1. Submit a claim using the table below.

GM bulletins are intended for use by professional technicians, NOT a "do-it-yourselfer". They are written to inform these technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions, and know-how to do a job properly and safely. If a condition is described, DO NOT assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See your GM dealer for information on whether your vehicle may benefit from the information.

The salesman reimbursed us for TSB 09207 work, but not the cabin filter or crappy wipers.

Is there a safety inspection in your state? If there is and the wipers failed, the dealer probably owes you.

Not that I know of. I got the wipers for less than $20. So I'll let it go. They won't be receiving any service work from me anyways.
