Mods to increase low end torque?

I am looking for ways to add low end torque. I am looking to get smaller rims 18"-20" with low profile tires most likely in the near future?
I am looking at getting a Vararam intake, and QTP cutouts. I know cut outs will reduce torque will these mods offset the lost? Right now I am running on 22"s and completely stock performance wise

V-Max ported throttle body. cheap but effective!
Rear end gears. expensive but more effective!

I am interested in a TB but, I know their is a lot of picky dealers around here. How hard would it be to change the TB for needed warranty work?

I would love new gears, but it's not likely I'll get them anytime soon "first car"

The downside is you would have to hang on to your core, so the added expense would be $200. Everyone says it is a 15 min job roughly.

doubt cutouts would reduce your torque... stock cats provide enough back pressure if you are worried about it... and doubt you would pick up any noticeable HP/Torque by just adding cut-outs...

Instead of gears(it's an expensive upgrade) I went the "cheap" route and swapped a set of lower profile tires on the car. The Camaro comes with a 28.5(?) inch diameter tire. I went down to a 26" tire and don't forget the drop springs or you'll have a huge fenderwell gap. It does the same as adding gears plus the tire/wheels are lighter than stock.
This is how we used to get away with running 4.11's on the street(tall rear tire) and then go to the strip and put on a shorter tire and it was playtime.

I think they call that artificial torque...i did this before in the early 90's

I say E85. Although the gain is not as much as the horsepower but you will get the full torque kicking in by 3000 rpm vs your normal 5k something.

I also 2nd 3.73 or even 4's!
