Shredded tire on the freeway left its mark... How to go about fixing it?

So I was driving to work on the freeway last night and while busy being distracted by what appeared to be a drunk drive up ahead of me, I ran over a nice big chunk of a shredded tire. I guess when I ran over, before it went under me, part of the tire slapped up against the front of my car and left a nice greasy black imprint with tire patterns.

I was able to wash/rub most of it off, but some parts just refuse to come off. I'm looking for what kind of product I should use to get the remainder off that was hit by the impact the hardest, but that wont damage the paint. It doesn't appear to be dented at all and only one part got a bit of a scratch.

That will easily buff out. You can remove the black marks using other methods but the scuff marks may remain behind. If you buff it out, all of the damage will be removed.
