I don't think PDR would work there. When mine was all messed up (way worse than yours) it had to be heated and formed back into place, then repainted. I think the heat messes up the paint... I think it was like $950 or something ($500 deductible).

Definitely not cheap. But mine actually had a hole in it where some a-hole put a trailer hitch through it.

Try your local body shop, see what they say.

I was just suggesting pdr as a last "cheap" resort if he wanted to do it himself which he seems like he wants to do. I also think he should take it to a body shop but it's going to be pricey and might even be better to just buy a new rear bumper and get it painted

Yeah it certainly could be tried I suppose. But PDR works by gently massaging the metal back out into place. I don't think plastic would respond that way, but I'm certainly no expert.

And I agree, he needs to figure out which will be cheaper. I'm not sure what the bumpers are going for these days, and paint is so damn expensive.

Yeah so I'd look into repair first. Then it's a judgement call if the prices are similar.
