Gas Guzzler Tax

Do you have to pay the gas guzzler tax if you buying a used ZL1 from the dealer-ship?
How about if you buy from a private party?

That's an old brain teaser question ...

If the weatherman states that today the high will be zero degrees out, but tomorrow it will be twice as cold, how cold will it be ?

Twice as cold from

0C = -137C
0K = Error.
