Not required, it's the black plastic addition piece that gives all the extra downforce.

No 100% sure part number for the grill yet.
I have part number 23197349 as an upper grill with no price, and for use with RPO (B2E) which is a sales package.

This could just be the SS grill I'm not sure.

This is what the catalog shows for that grill, but it may not be correct.
If I'm wrong someone let me know. I'm not 100% up to date with the Camaro grills.
