The fender liner is still in there. There won't be any debris coming out from there.

Actually, if you make them functional all you'd need is a mesh-screen in the fender liner to keep debris out but let the air exit. I think you should definitely make them functional since they look good and you went to so much trouble to put them in.

I don`t think it matters if they are functional or not, It`s more cosmetic than anything else, if they were functional what would it cool, the rear brakes?
Not an issue for a street car.

No, the FRONT brakes. Fender vents let the heat and air pressure in the front fender well escape to increase air flow through that area. A race car usually has front air scoops or tubes directing air to the front brake area so the back of the fender well vents assist in letting that hot air escape.

Won't make any performance difference on the street unless he does the twisties in some spirited driving in which case the front brakes heat up first and the quickest. If he does HPDE, autocross or any kind of road racing that vent WILL help keep the front brakes cooler.

I may be confused here, are these fender vents front or rear?

If they are front vents then yes you are right, about 70-75% of braking is done with the front brakes. I was under the impression that these were rear fender vents replacing the fender gills.
