1969 seat belt help

I have a 69 camaro and need to install the shoulder belts but I dont want to take the headliner down any suggestions

I just felt around in the general area for the holes...

IMO pulling off the rubber trim and looking in there for the screw holes is an easy job. Takes maybe 2 minutes. Put the screws in the holes and put it back together. You can feel with your fingers and carefully razor blade the holes after that.
