It's a manual hideaway license bracket for Corvettes (97-present) but works well with 2010 Camaros. They also have them motorized with a switch to be mounted in the dashboard for about $150 on EBay. The manual is about $65. It’s easy to install anywhere under the front spoiler, but the center is more presentable even with the bevel.
