This. All the holes are open when they come out of the boxes. You either use them as Little88 said or plug them your self with the $6 rivets from GM.

I just put these on mine. Haven't driven it too much but does seem a little peppier ( if that's a word) for the little bit I have. I was on a time crunch to get my motor back together for a track...
