I'm pretty sure new engine/chassis combos have to be recertified on emissions and maybe even crash tested.... GM is not interested in investing that kind of money in a dead platform that is not...

I’d start by bleeding the supercharger intercooler circuit. If it’s low on coolant the computer will pull timing and you can be way down on power.
