The alternator will not charge a low battery, they are designed only to maintain what is required by the system to run. Throw a decent charger on it overnight if you think that's the problem.

Go with the radials, with current rubber compounds and proper air pressure, they will stick better, last longer, and carry the load better than any bias ply.

With the ECM being messed with, it sounds like the car was de-modded before being sold. It's not hard to do a little research and find out. All you need is the previous owners name, city would help.

I believe you would have to get a bung welded in after the collector and before the first cat. IIRC the dashlogic has a 1-5v aux input you need to wire it to. I have no idea what the PID settings...
