You will find that encoder is actually a torque transducer I believe. I have torn them down and it does look like a torque transducer....

The EPS module is in the EPS itself and I would imagine uses data from the ABS and Yaw sensor maybe others. That is a guess as I have not done any CAN bus sniffing on that system.
