Even INJ #9 fuse blowing

I have my #9Fuse keeps on blowing when I press...

I have my #9Fuse keeps on blowing when I press hard on the gas pedal, otherwise nothing happens.
Already changed the relay but it reoccurred. Any help?

So I am planning on giving my wheels that gloss black color. But I was wondering which way is better (I already know that powdercoating them is the best way): Spray paint them or just plasti-dip them?
