The hole is reamed to clean the rubber so the plug adheres well. I've plugged dozens of tires over the years and not one failed. Just because it's simple doesn't make it the wrong way to fix a tire.

I've got 3 plugs in 2 tires, no problems so far. Tire shops won't plug tires due to liability concerns; but also because they'd rather sell you a new tire.
