Military are exempt from registering their cars in California as long as your home of record, driver's license, etc is out of state. You will not be required to have your car smogged unless you want...

But in an RS they aren't fog lights, they are DRL's.

The 2004+ Grand Prixs have the DRL's setup the same way and don't seem to have any problems with the cops.
