Not exactly "pulled over" but back when I was in Patrol, I had a woman frantically flag me over while I was in a fully marked car on the interstate. I pulled over and she did the same. She was near tears because she couldn't find a university and she had a audition for a music scholarship in less than an hour.

She then showed me her map and said she couldn't find any of the streets. I looked at her map and instantly saw the problem. The map was not of my city, but another city a bit over an hour's drive away. It turns out the school was also in that city. She drove from out of state, but the names of the cities are not remotely the same and they aren't on the same interstate highway. Neither I nor she could figure out how she got here.

I'm reasonably sure she missed her audition, but I always hoped she was able to reschedule it and that she got her scholarship.
