The sound will increase, but not by a whole lot.
Different brands claim anywhere from a 15 to a 25 HP gain; I have the K&N CAI and felt a small difference when I installed it, but haven't had it dyno'd so can't say how much (K&N claims an 18HP gain).
No you don't need to get a tune if you install one.
