Not going to feel much gain until you get rid of the cats... you're in Michigan, so do not now if that's legal, should you even care about that.
You might feel a little something with just a CAI... but the cats are what really restrict airflow on these cars, stock. Whether you go with headers and catless, or HFC's to 'free the flow', you're going to really feel the increase and how 'light on its feet' you car gets...
If you like, you can even get just a set of SOLO or JBA high flow cats, and that in its self will put a smile on your face, more so than a CAI.
A tune with better exhaust flow for even better results... a CAI (or 'air filter' as you put it) in combination with a good exhaust system and a tune is a nice entry package to some truly good gains.
Last note, if I only had 400 and wanted real gains - I'd get the high flow cats... Have fun...
