I just screwed mine directly into the flares. 2 small holes per flare is worth protecting the rest of the car rearward. I did not pre-drill.. simply muscled the screws in with a Phillips head. I have removed and reinstalled them several times while getting the car wrapped, and then when we modified the flares to be removable whenever we want without using tape.. Flares have held easily even after all of the removals.

I think people are severely over-thinking this.
