That's actually a reason to move the car into production. To this point it has been an investment in development and equipment from the plant, all the cash flow has been negative. Starting to sell cars will start to bring in some of the cash that has been spent.

Even in a worst case scenario, GM goes bankrupt or sells themselves to private equity firm, like Chrysler did (the same one that owns a big chunk of GMAC now), they would compelled to start selling the car in order to generate positive cash flow.
