Keeping Russell Wilson and paying him that much money insures that the team will be competitive enough to maybe make the playoffs, but not deep enough to make a legitimate Super Bowl run.
So it's lose/lose - you're good enough to not have the high draft picks needed to improve the team, but not good enough to win it all. And you're cap limited when it comes to signing/keeping free agents.
Tom Brady was the 22nd highest paid QB in 2018. That's a big reason why the Patriots are always good.
