The answer is, that gearing only effects horsepower and torque to degree that the gears are more or less efficient at transferring power. Typically, lower gears (higher numerical) are slightly less efficient than gears that are numerically lower and will show a few HP less as a result on the Dyno.

I think the real question you are trying to ask is “do dynos require a tuner to input variables such as gear ratio that would allow them to skew or manipulate results?”
