Yes you can definitely run a SC cam without the SC. In fact, companies like TSP have dyno results for boosted cams in NA applications and show that a similar stage boost cam vs. it's NA counterpart (i.e. stage 2 NA vs stage 2 boost) show about a slight reduction in HP and TQ if not boosted, but they outperform the NA cam once boost is added. Many people run a boosted cam without boost because they plan to add boost later.
