Is there something in the lifters that makes them have problems with high lift cams, or maybe the system that distributes/controls the oil for the lifters is not compatible with a more radical lobe design.

I think the cam is the main difference between the two motors and that is where your 22 HP comes from.

If the lifters in the L99 are limited (or heavier) from the factory than the LS3 is for me.
