I have never replaced any of these bolts, and I have never had an issue.
You can re-use torque to yield bolts three times, except HEAD to BLOCK bolts.
That is because they will bottom out in the block before clamping down when they're
stretched. These are going into open threaded holes, so there is no bottoming out
anywhere.
Torque to yield, is any fastener that specifies a turning degrees, after torquing.
If all you have is a torque value, you can reuse it over and over again.
