They'd have to be some cheap-ass spacers to cause wheel shake due to them
not being balanced. That would be like having rotors that were not balanced.

Tires are never perfect. You pushing them out, changes the camber, so they will
ride more on the inner edge. You need to have the camber set for the spacers
as well. They can loosen the top and bottom bolts, and push or pull to change
the camber. You can install camber kits, one cammed bolt in the top hole on each
front strut. Moog has them. There is also a threaded hole in the top of the knuckle,
that you can use a long bolts as a set screw to adjust and hold the camber with the
bolts loosened up. Set the camber with the set bolt, then tighten the strut bolts.
Riding the tire edge can cause wheels shake because of tire imperfections, or
because it's not gripping right being rode on that way.

The set bolt will press on the strut tube, so it is a gentile process...
